PHILIPPINES

Spotlight
Because I have resided there off-and-on for a total of 12 plus years, I have chosen to spotlight the Philippines. Over those years, as I traveled and worked extensively on the main island of Luzon and in the city of Cagayan de Oro on the southern island of Mindanao; I was able to observe the pervasive poverty and extreme need for improvement of the dire educational circumstances there. Since my first visit in 1979, incremental advances in both of these has been evident. It is my firm belief that Career and Technical Education will empower the increasing number of middle class students in the Philippines to participate in the upward mobility of this growth.
Below are some links to websites that discuss the current role of technical education in the future growth of the Philippines.
"With the country’s recent shift to K-12 compulsory education, TVET education is integrated into senior high school to produce high school graduates with employable skills. Those who do not choose to enter higher education after high school often choose TVET to earn a National Certificate (NC) from TESDA. NCs are well recognized as nationwide employment credentials and are often required during the recruitment of skilled workers locally and abroad, but are not applied or transferrable to higher education. The most prevalent connection seen between TVET in the Philippines and US Community Colleges is through noncredit education. One of the primary differences is TVET’s exclusive focus on workforce development programs leading to government-based certifications or credentials. While the majority of noncredit education in US Community Colleges is for workforce training, it is not the only focus, and the function allows colleges to use this flexible delivery method to meet a variety of community needs. While the conditions and educational configurations may differ between the Philippines and the United States, the strong connection made between education and employment is both undeniable and a national priority in each country [US/Philippine comparative statement italicized for emphasis]." Edukasyon: Tec-Voc-101: An Essential Guide to Technical-Vocational Education in the Philippines (March 2018)
"In a nutshell, Technical-Vocational (Tech-Voc) courses are part of the non-formal education in the Philippines. Under the Republic Act 7796, the Technical Education and Skills Development Authority (TESDA) is mandated to provide technical education and skills development programs for the Filipino learners.
